The Islamic Forum for Unity of the Ummah has given its seal of approval to President Bola Tinubu’s proposed tax reform bills, citing their potential to reshape Nigeria’s fiscal landscape and drive economic growth. Initially, the forum had expressed reservations about the bills but after careful review and consultation with experts, they concluded that the legislation is harmless to Islamic and Nigerian interests.

President Tinubu transmitted four tax reform bills to the National Assembly on September 3, 2024, following recommendations from the Presidential Committee on Fiscal and Tax Reforms.

The Islamic Forum announced its endorsement in a communique after a meeting in Abuja, citing the bills’ potential to reshape Nigeria’s fiscal landscape and drive economic growth.

While recalling opposition from Northern traditional rulers and governors, the Islamic groups urged the federal government to educate Nigerians about the bills.

The communique, signed by Chairman Mallam Adam Awwal Muhammad and Secretary Sheikh Akanbi Rashidi Bolaji, reads: “There’s no basis to entertain fear about these bills… Nigerians will commend Tinubu for laying a solid foundation for fiscal stability.”

Key components include reducing overlapping taxes, harmonizing tax processes, and creating a Joint Revenue Board.

The Islamic Forum appeals to Muslim brothers to support the tax reform initiative and urges NGOs, civil society, and governments to make the documents public.

They suggest President Tinubu meet with governors, stakeholders, manufacturers, and citizens to discuss the bills’ importance to Nigeria’s growth.

The tax reform bills aim to streamline tax collection, ensure compliance, and optimize revenue. The bills include:

  • Nigeria Revenue Service Establishment Bill: Seeks to repeal the Federal Inland Revenue Service Bill No. 13 of 2007 and establish the Nigeria Revenue Service.
  • Joint Revenue Board Establishment Bill: Aims to establish the Joint Revenue Board, the Tax Appeal Tribunal, and the Office of the Tax Ombudsman.
  • Nigeria Tax Bill 2024: Provides the fiscal framework for tax in the country.

The protests, held in Abuja, demanded Dr. Matawelle’s removal amidst the ongoing crisis of banditry in Zamfara State. Ohanaeze Ndigbo views this as a gross misuse of taxpayer resources, shifting attention away from the pressing challenges faced by the people of Zamfara, where rampant banditry continues to threaten lives and livelihoods.

The organization urged Governor Lawal to prioritize the safety of all citizens, including the Igbo community, threatened by banditry. Ohanaeze Ndigbo emphasized that collaboration between the state and federal governments is crucial for achieving lasting peace. They called on Governor Lawal to put aside political differences and work with Dr. Matawelle to enhance security operations against banditry.

A Flame of Hope: Middle Belt Mourns the Loss of Maj. Gambo Bobai, a Selfless Hero

The Middle Belt Forum (MBF), Kaduna State Chapter, has declared its immediate past Chairman, Late Major Gambo Bobai (rtd), a hero of the Middle Belt, in recognition of his significant contributions to the Middle Belt struggle.

Mr. Luka Binniyat, Chairman of the MBF, Kaduna state chapter, made this declaration during a condolence visit to the late Major’s family. “The late Major Gambo Bobai was a man who was resilient and selfless to the struggle of the Middle Belt,” Mr. Binniyat said.

The National President of the Middle Belt Forum, Mr. Pogu, also acknowledged and appreciated Major Gambo’s contributions, not only as the pioneer chairman of the MBF, Kaduna State Chapter, but also as a respectable elder of the region with high integrity. Mr. Pogu will attend the burial ceremony of the 85-year-old compatriot.

Mr. Binniyat praised Major Gambo’s knowledge and efforts in promoting justice and equity in the state. “Baba was very knowledgeable about the challenges and did his best to promote justice and equity in the state,” he said. “He is indeed a hero of the Middle Belt, and we shall surely miss his invaluable advice and knowledge.”

The eldest son of the late Chairman, Mr. Sunday Gambo Bobai, expressed gratitude for the condolence visit and optimism that his father’s struggle had been left in capable hands. “My father was very passionate about the Middle Belt,” he said. “He had the history and wisdom of how to go about the struggle. But you have better education and you are much younger, you can use the direction he has given you to achieve the goals of the Middle Belt Forum.”

Before departing, the Treasurer of the MBF, Kaduna State Chapter, Ms. Saratu Larai Shekari, presented an undisclosed token to the family.

Major Gambo Bobai passed away on October 30, 2024, in Kaduna at the age of 85. He was also an Atyap traditional title holder and will be buried in his place of birth, Jankassa, Atyap Chiefdom Zangon Kataf, Kaduna state, on November 16, 2024.

Northern Group Says Sponsored Protest Against Matawalle Aimed At Distablising Tinubu’s Administration

The Arewa Youth Consultative Forum (AYCF) have averred that the recent protests and disturbances orchestrated against the Minister of State for Defence, Bello Mohammed Matawalle are not mere expressions of dissent; rather, they form part of a broader scheme aimed at destabilizing the administration of President Bola Ahmed Tinubu.

AYCF in a statement by it’s President General Yerima Shettima alleged that, such orchestrated campaign is being driven by a faction of the Peoples Democratic Party (PDP) operating in proxy for the Governor of Zamfara State, Dauda Lawal.

The AYCF in the statement said it recognizes that Matawalle has emerged as a formidable voice for the President in Northern Nigeria, adding that his unwavering commitment to the security and well-being of our communities has made him a target for those who perceive his influence as a threat.

“The recent protests are a desperate attempt by these perpetrators to undermine his credibility and, by extension, the integrity of President Tinubu’s administration. It is evident that they see Matawalle’s steadfastness and dedication as significant obstacles to their political ambitions, which is why they are hell-bent on orchestrating his downfall.

“President Bola Ahmed Tinubu’s decision to retain Matawalle in his cabinet is a powerful endorsement of the Minister’s performance and contributions to national security. In an era where political machinations often overshadow genuine governance, President Tinubu has demonstrated remarkable foresight and courage by standing firm with Matawalle despite the relentless challenges posed by the PDP faction, which has been masquerading as the APC Akida.

“The recent threats posed by the Lakurawa and other criminal elements should be met with the same tenacity and resolve that he has exhibited in the past. The Ohanaeze Ndigbo, foremost socio-cultural organization representing the Igbo people, rises with urgent concern to address the alarming rise of a new terrorist group operating under the banner of “LAKURAWA” in the Northwest region of Nigeria—particularly in Kebbi and Sokoto States.

The Ohaneaze in a statement issued by the Secretary General Mazi Okechukwu Isiguzoro averred that the emergence of this group has rapidly escalated into a direct threat against the safety, dignity, and livelihood of our people, and it is imperative that we speak out unequivocally against this peril.

Isiguzoro said, recent reports detailing the activities of the LAKURAWA terrorist group are disheartening stressing that group has reportedly usurped the function of traditional rulers in Kebbi State, displacing them and assuming their roles as judges and arbiters of local disputes.

“This brazen act not only undermines the cultural and traditional frameworks of the communities but lays bare the harsh reality that many are now governed by fear rather than law. Traditional leaders, who have historically served as essential pillars of justice and community cohesion, now find themselves rendered powerless, operating under the thumb of an unrecognized and dangerous entity.

“The plight of Igbo communities in these regions is nothing short of grave. Reports indicate that the lives and properties of our people are under staunch threat; economic activities have waned significantly due to the constant harassment inflicted by LAKURAWA.

“Peaceful Igbo traders face robberies and violent assaults, resulting in the tragic loss of life—many among the 15 casualties reported in recent attacks. It is unconscionable that in a country where we cherish democratic values, our people are subjected to such brutal treatment.

“Moreover, the Governor of Kebbi State appears overwhelmed; his inability to assert control and safeguard the rights and security of his constituents can lead to a complete breakdown of law and order. In light of this untenable situation, we urge President Bola Ahmed Tinubu to recognize the urgent need for comprehensive action.

“The President has endowed Ministers of State with imperative responsibilities, and we implore Dr. Bello Matawelle, the current Minister of State for Defence, to rise to the occasion and implement decisive measures to quell this rebellion against Nigerian residents, particularly against the Igbo in the Northwest.

Ohanaeze Ndigbo expressed implicit confidence in Dr. Matawelle’s capacity to address and neutralize this threat. His retention in the Cabinet is not merely a matter of political convenience but a demonstration of presidential trust in his abilities to manage national security challenges.

“We believe he possesses the acumen necessary to mobilize resources and execute strategies that will eradicate the Lakurawa menace before it solidifies into another multi-national terrorist group akin to Boko Haram.

“While it is accurate to note that Lakurawa currently lacks the level of sophistication and reach of Boko Haram, we cannot afford to underestimate the potential for escalation. The history of terrorism in Nigeria demonstrates that even nascent groups can grow rapidly into formidable foes if their activities are not curtailed immediately. This is not merely a call for action; it is a clarion call for the survival of our people and the preservation of peace in the affected regions.

“Additionally, we call upon President Tinubu to facilitate the immediate deployment of all necessary resources to aid Dr. Matawelle and National Security Adviser, Nuhu Ribadu, urging them to physically relocate to the Northwest to orchestrate a robust military response against the Lakurawa terrorist group. This decisive intervention is paramount in ensuring the safety of every Nigerian citizen as well as the integrity of our national security”.

The Ohanaeze Ndigbo says they stand resolute in their commitment to advocate for the safety and well-being of the Igbo people, adding that, ” It is our hope that the Federal Government acknowledges the gravity of this situation and acts with the urgency it demands. We will not sit idly by as terror groups attempt to disrupt the fragile peace that we have worked diligently to uphold. Tax Reform Bills: Islamic Groups to Meet Wednesday To Take Stand

Amalgamation of Islamic groups under umbrella of Islamic Forum for Unity of the Ummah have concluded arrangements to meet on Wednesday to discuss the controversial Tax Reform Bills introduced by President Bola Tinubu-led administration.

According to the Islamic Forum, sensitive government policy, such as the proposed tax reforms needs wider consultations with stakeholders, groups and the citizens before been passed into law.

The President had, on September 3, transmitted four tax reform bills to the National Assembly for consideration.

But in a statement jointly signed by the Chairman, Mallam Adam Awwal Muhammad and Secretary Sheikh Akanbi Rashidi Bolaji, Islamic Forum for Unity of the Ummah expressed concerns over the rejection of the bills by northern governors and National Economic Council recommendation for withdrawal.

The statement further said ,”At the Meeting convened by Sheikh Mustapha Al-Arabi convener, members of Islamic groups are expected to discuss the content of bills with regards to interest and economic implications as well as benefits to Muslim communities across the country and take a stand.

It also hinted that the decision to meet over the controversial tax reform bills stemmed from the concerns raised in some quarters over the new derivation-based model for VAT distribution and the contents of the bills, which the northern governors claimed did not align with the interests of the North and other subnational entities.

While noting that the bills have not been presented for a second reading where the principles of the bills will be debated, it stated, “We don’t want to be Hoodwinked into accepting a tax reform the will affect our people and their economic wellbeing,thus our decision to meet and get informed knowledge about the reforms before taking a stand.

The Forum further said:”We have read the recommendations of the Presidential Committee on Fiscal and Tax Reforms headed by Taiwo Oyedele, for the review of existing tax laws.

“From the document read ,we observed that the bills are the Nigeria Tax Bills are expected to provide the fiscal framework for taxation in the country, and the Tax Administration Bill, which will provide a clear and concise legal framework for all taxes in the country and reduce disputes.

” We noticed it proposes several key changes, that include a gradual increase in Value Added Tax (VAT) from 7.5% to 15% by 2030 and an adjustment in Company Income Tax, which would set a rate of 27.5% for large companies, reducing to 25% by 2026.Additionally, the bill proposes a 4% development levy on companies to fund the Student Education Loan Fund, along with a 5% excise duty on sectors such as lottery, gaming, and telecommunications.
” We hope that the issues of transparency, particularly through provisions requiring price transparency and monitoring of publication costs are upheld” .

More Islamic Scholars Demand Action from Governor Lawal”_

Renowned Islamic scholar Professor Mansur Sokoto has joined forces with other Islamic clerics to condemn Zamfara State Governor Dauda Lawal’s handling of the state’s security crisis. In a scathing video statement, Professor Sokoto criticized Governor Lawal’s lack of commitment to tackling the issue, accusing him of shirking responsibility and indulging in blame-shifting tactics.

The security situation in Zamfara has been dire, with attacks from Islamist militants, particularly the Fulani group, leaving many dead and displaced. Between January and October 2022, at least 4,020 Christians were killed in Nigeria by Islamic extremists.

Professor Sokoto emphasized that Governor Lawal must take decisive action to protect the lives and property of his constituents, as the buck stops with him. He pointed out that the governor has failed to demonstrate necessary leadership and commitment to addressing the crisis, despite being aware of the state’s security challenges before assuming office.

Interestingly, Governor Lawal has taken some steps to address the security concerns, including inaugurating a 21-member Board of Trustees of the Zamfara State Security Trust Fund and attending a roundtable discussion on insecurity in the North.

However, Professor Sokoto’s statement underscores the urgency of the situation and the moral imperative to address the security crisis head-on. The people of Zamfara are desperate for concrete action, not empty promises or finger-pointing.
